ENSURING GRID STABILITY WITH TRB141 LTE GATEWAY FOR ITALIAN PRODUCTION PLANT

Highlights


Per ARERA Delibera regulation, from the 16th of March 2026, remote disconnection is mandatory for all PV/wind plants ≥100 kW in Italy.


Dalibot, an Italian engineering company specializing in BESS, needed a way to remotely disconnect its clients' production plant from the energy grid via GSM/LTE.


✔ Teltonika TRB141 is CEI 0-16 and RIGEDI compliant, delivering industrial-grade relays, MT-ready inputs, and full LTE/SCADA connectivity for DSO integration.


✔ Because DSO-issued SIM cards don't always guarantee internet access, the solution runs entirely on GSM/LTE SMS, with no dependency on cloud connectivity for its core functions.


Remote Disconnection Without Internet Dependency


Italy's energy landscape is undergoing a major regulatory shift. The CEI 0-16 standard (Annex M) requires all energy generation plants above 100 kW to be equipped with a remote disconnection system by 2027. This enables Distribution System Operators (DSOs) to remotely disconnect a production plant from the energy grid whenever network stability or maintenance requires it. It is a national rule and non‑compliant plants risk financial penalties.


With the deadline now in force, companies across the country are racing to retrofit their infrastructure. They need a connectivity device that can execute this command reliably, without relying on the plant owner's local internet connection.


DSOs must be able to send a disconnection command to a production plant at any time – including scenarios where the plant's SIM connectivity offers no guaranteed internet access.

Relying on cloud-based platforms or always-on data connections wasn't an option, since not every DSO-issued SIM card includes a reliable data plan. They required a device that could receive and act on commands using the most universally available cellular service: SMS.

LTE-Based Grid Stability for Production Plants


Dalibot built its remote disconnection system around the Teltonika TRB141 GPIO LTE gateway, developing a custom software package – the DaliBoT Teledistacco application – installed directly on the gateway itself.


The TRB141 is already compliant with CEI 0-16 and RIGEDI – no additional certification or development required. It features industrial relays for full actuation, an isolated input rated 7.3 – 71 V (MT-ready), and compatibility with standard opening/closing coils.


For connectivity, TRB141 supports LTE Cat.1 and SMS/SMPP for DSO commands, while remaining IP-ready for future CCI/PF2 architecture. With MQTT, HTTPS, Modbus, and DNP3 for SCADA integration, EPCs, DSOs, and plant owners can retrofit installations without redesigning the electrical panel.


In this architecture, the DSO Control Centre initiates a command that travels over the GSM/LTE cellular network to reach the Teltonika TRB141 IoT gateway. The TRB141 then acts on the SPI/PI, which in turn operates the DDI circuit breaker to carry out the disconnection.


Within this chain, the TRB141 4G LTE industrial gateway performs three roles at once: GSM/LTE modem, SMS decoding and logic unit, and digital actuator via its relay output.

The operational flow is straightforward. The DSO sends an SMS command. The TRB141 gateway validates the sender against a configurable whitelist and checks the message against the required template before acting on it.


Once validated, the command triggers the 7207, which acts on the SPI to open the DDI circuit breaker and disconnect the plant. The device then reads its digital input to confirm the disconnection occurred and replies to the DSO with a confirmation SMS – reporting the live status of the input and relay output. The same logic handles Restoration, Diagnostics, and Reset commands.


Because all parsing and logic run locally on the TRB141 IoT gateway, the solution requires no cloud connection for its core function – only standard GSM SMS.


For installation and parameterization, technicians connect a PC to the device via USB and configure it using Dalibot's web interface, which is served directly from the TRB141 GPIO LTE gateway.


With the TRB141 at the core, Dalibot has delivered a solution that satisfies a strict new regulatory requirement while keeping the architecture resilient, cloud-independent, and ready to deploy.
